2.0 EDUCATIONAL QUALIFICATION

Junior Overman (Trainee)

  1. Diploma in Mining or Mining engineering or equivalent qualification approved in that behalf by the Central Government and
  2. Valid Overman’s Certificate of Competency from DGMS under Coal Mines Regulation 2017 or any certificate in Mining which entitled to work as Overman as per Coal Mines Regulation 2017 and
  3. Valid First Aid Certificate.

Junior Surveyor (Trainee)

  1. Diploma in Mining (or) Diploma in Mining engineering (or) Diploma in Mine Surveying (or) Diploma or Degree in Civil Engineering (or) National Trade Certificate (NTC) in Surveying and
  2. Surveyor’s Certificate of Competency as per CMR 2017

Sirdar (Selection Grade-I)

  1. Diploma or Degree in any subject other than Mining Engineering and
  2. Mining Sirdar Certificate of Competency issued by DGMS and
  3. Valid First Aid Certificate.

Note:-

  1. Candidates applying against the vacancies notified for Mines in a particular State, should have proficiency in the specified local / regional language i.e., Tamil (for Neyveli Mines in Tamil Nadu), Hindi (for Barsingsar Mines in Rajasthan), Odia (for Talabira Mines in Odisha). In support of local / regional language proficiency, candidates are required to produce SSLC / 10th Standard / Matriculation certificate as proof of having medium of study in local / regional language or having studied local / regional language as one of the subjects.
  2. Minimum qualifying percentage of marks in the notified educational qualification (Diploma or Degree) in respect of Junior Overman (Trainee) and Junior Surveyor (Trainee) is 60% (Aggregate) for UR/OBC-NCL/EWS candidates and 50% in case of SC/ST candidates against posts reserved.
  3. Minimum qualifying percentage of marks in the notified educational qualification (Diploma or Degree) in respect of Sirdar Selection Grade- I is 50% (Aggregate) for UR/OBC-NCL/EWS candidates and 40% in case of SC/ST candidates against posts reserved.
  4. Wherever there is no reservation for SC/ST Categories, candidates belonging to such categories can apply against UR vacancies, provided relaxation for Minimum Qualifying percentage of marks does not apply to them against unreserved vacancies.
  5. Candidates who have passed the notified qualification only are eligible to apply.
  6. Wherever percentage of marks is not awarded by the University / Institute and only Grades (GPA / CGPA / CQPI) are awarded, the same should be converted to the exact equivalent percentage of marks for example “On a 10-point scale GPA / CGPA / CQPI of 6.0 will be considered as 60 %.”
  7. Wherever percentage of marks is not awarded by the University / Institute the candidate’s final year / final semester mark sheet indicated as passed with I-Class, I-Division, I-class with distinction and II-Class, II-Division, etc., shall also be considered in addition to the Grand Total of marks in support of notified qualification.
  8. For the purpose of calculating the aggregate final percentage of marks, the aggregate marks of all years / semesters / trimesters would be taken. Rounding of percentage (%) will not be acceptable under any circumstances, hence 60% of marks and above for UR/EWS /OBC (NCL) & 50 % of marks and above for SC/ST will only be considered for the post of Junior Overman (Trainee) and Junior Surveyor (Trainee) and 50% of marks & above for UR/OBC-NCL/EWS candidates and 40% & above in case of SC/ST candidates for the post of Sirdar Selection Grade-I.
  9. All qualifications should have been acquired from Indian Universities/Institutes, recognized by AICTE/DGMS (whichever is applicable) or any other appropriate statutory authority in India.
  10. Candidates who have acquired the Diploma in Engineering qualification privately through the State Board of Technical Education & Training

/ Department of Technical Education will be considered in case they got admitted to the course prior to AICTE becoming a statutory body in the year 1987.

3.0 CRUCIAL DATE:

Crucial date for claim of SC/ ST/ OBC (NCL)/ EWS status for upper age limit, fee concession, reservation etc., where not specified otherwise, will be the first of the month in which the notification is issued (i.e. 01/11/2022).

  1. In Addition to the CTC mentioned above, Performance Related Pay / Unified Incentive Scheme (Annually), free Medical treatment for self & dependents and Group Insurance, as per rules will be provided. 6.0 PLACE OF POSTING

Selected candidates are liable to be initially posted to the location which the candidates have applied for. However, they will be required to work in any Unit / Area / Place situated in India and abroad under the control of NLC India Limited or in any Joint Venture / Associate

/ Subsidiary company of NLC India Limited, to which they may be posted.

RESERVATION & RELAXATION:

    1. Reservation and relaxations for SC/ST/OBC (Non-Creamy Layer)/ EWS / PwBD (degree of disability 40% & above) & Ex-servicemen candidates will be as per Government of India guidelines.
    2. SC/ST/PwBD/Ex-servicemen Candidates are exempted from payment of application fee. However, they have to pay a non- refundable amount towards processing fee.
    3. The Upper age limit is relaxable by 5 years for SC/ST, 3 years for OBC (Non-Creamy Layer), 10 Years for Persons with Benchmark Disabilities (degree of disability 40% and above) [13 years for PwBD-OBC & 15 years for PwBD-SC/ST] as per Govt. of India guidelines. For Ex-Servicemen as per extant Govt. of India guidelines. However, in all the cases of relaxation, maximum age limit is 58 years as on crucial date.
    4. Candidates claim to belong to EWS / OBC (NCL) / SC/ST / PwBD/ Ex-Servicemen category should necessarily upload valid EWS / OBC (NCL) / SC/ST / Disability Certificate / Discharge Certificate, as the case may be, issued by the Competent Authority. Certificate formats can be downloaded from “Forms” tab in Careers Page of NLCIL website www.nlcindia.in.
    5. Candidates belonging to OBC (NCL)/ SC/ST/EWS categories should meet the eligibility norms notified for UR category for consideration against unreserved (UR) vacancies. In other words, OBC (NCL)/SC/ST/EWS candidates applying against unreserved posts shall be considered under general standard of merit and no relaxations (except payment of application fee) shall be available for the candidates.
    6. Candidates belonging to OBC “Creamy Layer” are not entitled to avail any concession otherwise extended to OBC (NCL) category. Such candidates have to indicate their category as UR.
    7. Candidates belonging to OBC (Non-Creamy Layer) category should upload valid OBC (NCL) certificate in the prescribed format (applicable for purpose of reservation in appointment to posts under Government of India as contained in DOPT Memo No.36036/2/2013- Estt. (Res.) dated 30-05-2014) obtained from competent authority. However, they should produce valid OBC (NCL) certificate obtained on or after 01.04.2022 from competent authority at the time of document verification, failing which they will not be permitted for further selection/joining under OBC (NCL) Category.
    8. Candidates belonging to Economically Weaker Sections (EWS) should upload valid Income & Asset certificate issued by the competent authority as per OM No.36039/1/2019-Estt (Res) dated 31.01.19 of DoPT, Ministry of PPG&P, Govt. of India. However, they should produce valid Income and Asset Certificate for Economically Weaker Sections obtained on or after 01.04.2022 from competent

authority at the time of document verification, failing which they will not be permitted for further selection/joining under EWS Category.

    1. PwBD candidates should possess valid disability certificate issued by a Competent Authority as prescribed vide The Rights of Persons with Disabilities Act, 2016 (RPWD Act, 2016). Such certificate shall be subject to verification/re-verification as may be decided by the Board/ competent authority.
    2. Category (EWS/SC/ST/OBC (NCL)/PwBD/Ex-servicemen) once filled in the online application form will not be changed and no benefit of other category will be admissible later on.
    3. Wherever there is no reservation for Persons with Benchmark Disabilities, PwBD candidates are allowed to apply as General candidates subject to the posts having been identified suitable for such disabilities. The Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment have identified the jobs/posts suitable to be held by persons with benchmark disabilities and the physical requirement for all such jobs/posts vide their Gazette Notification Dt.4th January 2021. The categories of PwBD candidates who are eligible to apply for the post is given in Annexure-I.

METHOD OF SELECTION:

    1. Selection will be based on Written Test for 100 marks.
    2. The Question Paper will consist of two parts; Part-I with 30 questions of General Aptitude comprising of Quantitative Aptitude, Reasoning and General Awareness (at Diploma level) and Part-II with 70 Questions on subject knowledge totally 100 objective type questions with multiple choice answers.
    3. Question Paper for Written Test will have Multiple Choice Objective Type Questions carrying equal mark each, with no negative marks for wrong answer.
    4. Duration of Written Test will be 120 minutes. The Question Paper will be in English Language only.
    5. Minimum qualifying marks in Written Test will be 50% in respect of UR & EWS candidates and 40% in respect SC/ST/OBC-NCL candidates, against the reserved vacancies. For PAP candidates eligible for bonus 20 marks, minimum qualifying marks of 50% or 40% as the case may be, will be arrived after adding bonus marks.
    6. Project Affected Persons (PAPs of concerned NLCIL Project notified at para 1.0) will be allowed 20 bonus marks (limited to one beneficiary per award) in the overall marking system. The benefit of bonus 20 marks will be extended only to the PAPs of concerned Projects applying against the vacancies notified for the respective projects.
    7. Final selection will be in the order of merit based on the overall total score of marks obtained in written test by the candidates (plus Bonus marks awarded in case of PAP candidates), ensuring due reservation for SC / ST / OBC-NCL / EWS categories.
    8. In case of tie at cut-off level, (i.e.) more than one candidate scoring same marks (out of 100) at cut-off level, such cases will be resolved by applying the following criteria, one after another, till the tie is resolved:
      1. Date of Birth of the candidates, senior most candidate(s) by age will be placed higher;
      2. Alphabetical order of first name of the candidates.

9.0 MEDICAL FITNESS: –

Every provisionally selected candidate, prior to being appointed for the post, is required to undergo Pre-Employment Medical examination as per the prescribed health standards of NLCIL by the Company’s Medical Officer and subject to being found Medically Fit, prescribed for the post.

GENERAL CONDITIONS:

    1. Only Indian Nationals are eligible to apply.
    2. All qualifications should have been acquired from Indian Universities/Institutes recognized by AICTE or UGC or any other appropriate statutory authority in India.
    3. Candidates from State PSEs / Central PSEs / Government / Quasi Government, should produce No Objection Certificate (NOC) at the time of document verification otherwise they will not be permitted to attend selection/joining.
    4. Depending on the response and requirement, NLCIL reserves the right to raise / relax the eligibility conditions.
    5. NLCIL reserves the right not to fill up any or all the posts notified at its discretion and vacancies may also be increased / decreased depending upon organizational requirements.
    6. Candidates are informed that mere submission of applications shall not give them any right to be called for selection.
    7. SC/ST/PwBD candidates appearing for written test, to & fro travelling expenses to the extent of sleeper class rail fare by the shortest route shall be reimbursed, on production of proof of journey performed, along with reservation and the tatkal booking charges, if any. Reimbursement of travelling expenses shall be made only on production of ticket / proof for travel (Train ticket / Bus ticket) and NOC (in case of candidates from State PSEs / Central PSEs / Government / Quasi Government).
    8. Candidates will be called for selection based on Self certified information along with copies of testimonials uploaded by them. They should produce the original documents, in support of their meeting eligibility conditions, at the time of document verification failing which such candidates will not be permitted to appear for further selection process and Travelling Allowance will not be reimbursed to them.
    9. Candidates already removed / terminated / deserted their employment from NLCIL will not be considered.
    10. Persons already resigned from NLCIL may also apply, subject to fulfilling the notified eligibility criteria.
    11. A candidate who has availed Voluntary Retirement (VR) from CPSE/PSU/State PSU/Central Govt./State Govt. and having received ex-gratia payment as VR compensation can also apply provided that he/she is prepared to repay/return the VRS compensation to the PSU from where he/she has received such compensation to the extent required as laid down in the VR scheme/relieving letter and other Govt. rules as applicable at the time of VR. If such candidate who has got VR is selected by NLCIL the appointment order would be sent to such person only after getting clearance from the PSU concerned about the repayment of ex-gratia compensation. Further, all instructions/guidelines of Government of India issued in respect of VRS will also apply apart from the above.
    12. NLCIL reserves the right to cancel/ restrict/enlarge/ modify /reopen /alter the recruitment process, if the need so arises, without issuing any further notice or assigning any reason thereof.
    13. If the SC/ST/OBC (NCL)/ EWS/Disability certificate has been issued in a language other than English/ Hindi, the candidates should submit a self-certified translated copy of the same either in English or Hindi.
    14. Candidature of a registered applicant is liable to be rejected at any stage of recruitment process / Candidate’s employment will be terminated / cancelled after recruitment, on or after joining if;
      1. any information / documents submitted by the candidate is found to be false or
      2. suppressed relevant information or
      3. if not found to be in conformity with eligibility criteria mentioned in the advertisement.

Before registering / applying online, the candidates should ensure that they have mobile number and valid & active personal email ID and keep them active for the entire duration of selection as NLCIL will send all selection related communications only through SMS / email till the selection process is completed.
    3. Candidates have to upload required scanned copies of documents / certificates in prescribed format to establish their eligibility, failing which the application is liable for rejection.
    4. Candidates applying for more than one post should apply and submit separate Registration-cum-Application Form & receipt for fee along with the requisite enclosures for each post(s).
    5. Candidates should submit single application only for any post. In case of multiple applications / registrations for any post, the last registered application shall only be considered.

Project Affected Persons (PAPs) of NLCIL.

    1. PAPs falling under the following criteria will be considered as Project Affected Persons (PAPs) of NLCIL for availing the benefit of Bonus 20 Marks in this recruitment:
      1. “Candidate
        1. should have handed over land/house with house site to NLCIL and
        2. should not have availed Permanent job in NLCIL on PAP quota/One Time Rehabilitation Grant (OTRG) or Annuity in lieu of employment”
      2. PAPs of Land Awards passed from the year 01/07/1989 of Neyveli Projects will only be considered.
      3. PAPs of lands acquired for NLCIL Talabira-II & III OCP Projects will only be considered.
      4. PAPs of Land Awards passed on or before 27.08.1991 with respect to Barsingsar Project and 03.04.2013 with respect to Bithnok Project will only be considered.
    2. The eligibility of the PAPs to avail the benefit of Bonus 20 Marks in this recruitment will be solely based on the recommendations of Land Acquisition Department / Department in charge of Land Acquisition of the respective projects (i.e., Neyveli, Barsingsar and Talabira projects).

15.0 Information regarding Selection Schedule will be communicated to the shortlisted candidates through NLCIL’s website/besides e-mail to their registered e-mail address/ message through SMS to their Registered Mobile Number. The Call Letter for Interview will be uploaded in NLCIL’s website and the same need to be downloaded and printed by the candidate concerned.

16.0 Any legal proceedings in respect of any matter of claim or dispute arising out of this advertisement and / or an application in response thereto can be instituted only in Chennai and the Courts/Tribunals/Forums (Jurisdiction Courts) at Chennai shall have sole and exclusive jurisdiction.
